After finding ICQ Plus, a program that allows you to customize the look of ICQ with "skins", a combination of images and colors saved in a file for easy distribution, I looked around for some sites that carried these skins. The most visually appealling and easy to use one I found was skinz.org.
skinz.org uses PHP3, a sort of CGI, to sort and organize files the files that are uploaded to their server. The web page that is ultamitely displayed, though, uses nothing more advanced than tables, meaning it works on about any browser. It seems to be optimized for 800x600 resolution; for anything smaller you have to scroll, anything larger you get tan space on either side.
To upload files and post comments on other files, you must register a nickname. This keeps away some people who might be there just to insult others, and allows one of your skins to link to all of your others. There are message boards, so if you'd like to jump into a conversation on one of the posts, or start your own, you can.
Overall, skinz.org is functional, organized, personal, and all around a nice site. It might not have the best color scheme, but neither does Connections :).
